The Beyond Zero campaign does NOT make sense!
The Beyond Zero campaign displays a deep deep deep (3 deeps) misunderstanding of effective public policy and resource budgeting.
You don’t cut the County Budgets that are mainly spent on health (based on schedule four) to then run to raise the same.
The Commission on Revenue Allocation (CRA) recommended Kshs 279B for county budgets after costing and modelling all services. The central government reduced it to 227B for last year.
Then you hold a “Run” to raise 500million shillings to plug the 52Billion shilling gap you just created. Mobile clinics just don’t cut it as effective Maternal Mortality policy. Frankly, it has little if any precedent in any other jurisdiction as a substitute to conventional maternal health program’s. We need to stop trying to reinvent the wheel man.
As sweet and caring as the First Lady is, just doesn’t make sense.
