Kisumu Governor Jack Ranguma finally appears before senate team

Kisumu governor, Jack Ranguma, has finally appeared before the Senate Public Accounts and Investment Committee just days after it gave treasury 14 days to stop disbursement of funds to the county. This follows the failure of the Kisumu county leaders to appear before the committee to answer allegations of misappropriation of funds.

Governor Ranguma was particularly taken to task for overpaying county staff contrary staff contrary to the limit set by the SRC. The Senate Public accounts and investment committee which is chaired by Bonnie Khalwale also told Ranguma to explain why he had not surrendered 61.5 million shillings that was given to the county by the Transition Authority for renovation of the county assembly and county executive offices

The committee also demanded to know why Ranguma had not closed all the previous Local Authorities bank accounts and transfer monies in them to the County Revenue Account. This is required by the Public Finance Management Transition Act.

Ranguma was also told to explain why some 18.6 million shillings was not transferred from the obsolete local authority transfer fund to the County Revenue Account. Instead, he had transferred only Ksh 675,635 raising questions of the whereabouts of more than 16 million shillings. He was given two weeks to account for 80 Million shillings that was questioned in an audit report

The committee is also seeking to have the governors of Bomet and Kiambu counties appear before it
